What you describe is essentially the Irish system — PR-STV. Proportional Representation, Single Transferrable Vote. Plus the benefits of a larger legislature. New Hampshire’s lower house has 400 members, each representing just a few thousand people. But the Irish Multi-Member Constituencies produce a Dail where over 90% of voters see themselves as being represented.
